An innovative way to bridge the digital divide
A Telesat Lightspeed capacity pool makes it financially feasible for telecom operators and internet service providers (ISPs) to bring secure and reliable broadband connectivity to remote and rural communities.
Governments purchase the capacity pool, then offer capacity to service providers at subsidized rates. It’s a win-win solution.

Canada: A model for government capacity pools
Through a partnership between Telesat and the Government of Canada, ISPs, Indigenous ISPs, and mobile network operators (MNOs) have access to a dedicated Telesat Lightspeed capacity pool at highly reduced rates.
The capacity pool will be used to expand services to unserved and underserved eligible communities in Canada and can be contracted for up to 10 years.
ISPs
To offer broadband services to their End Users of at least 50 Mbps download and 10 Mbps upload with unlimited data
MNOs
To deploy and offer the latest mobile wireless technology, currently LTE
The capacity pool and subsidized purchase price are based on Service Providers deploying user terminals that are approved by Telesat. Antennas must have performance that is equivalent or better than the following:
