- The Government Accountability Office released its annual report on major Department of War (DoW) acquisition programs on July 2nd. One of its main conclusions: Despite years of acquisition reform, the DoW still struggles to field new capabilities rapidly. The report found that programs continue to experience schedule delays, and the average time required to deliver a capability has grown to more than 12 years.
